This quest begins when you loot either the Right or Left half of the Bindings of the Windseeker, which drop of Baron Geddon and Garr in Molten Core. Upon looting one of these, you must travel to Silithus and talk with the Highlord Demetrian, who will then give you the Vessel of Rebirth, which will start the quest.
How to get bindings of the windlord?
You need Aritfact Knowledge Level 5 to obtain a Bindings of the Windlord from Dargul in Neltharion’s Lair on any difficulty (excluding Mythic+). You need Artifact Knowledge Level 6 to obtain a Bindings of the Windlord from AshGolem in Vault of the Wardens on any difficulty (excluding Mythic+).

This weapon is obtained from Molten Core by collecting both left and right half of “Bindings of the Windseeker” which drop from respectively Baron Geddon and Garr in Molten Core. This then starts a long quest chain which involves killing Thunderaan the Windseeker in Silithus.
